Discusses conflicting responsibilities of the press in developing countries: inspector of government policy and action, and "inspirer of the masses" to participate in development plans. Describes ways of building communications institutions: redirecting the recruitment process; rewards for innovation; making public releases into public action; providing a sense of cause and effect; providing scope for controversy, economic information and data on the prosaic; and cooperation with new media institutions. Deals with the weaknesses of two common bases for establishing new attitudes of authority: dynamics of charismatic leadership and the mystique of revolutionary success.
