Relates experiences of developing countries in using communications for mobilizing human and economic resources through persuasion, information flow, and widespread decision-making. Notes importance of budgeting communications in development plans. Deals with economic development strategy in Asian countries: balanced, or advancing all sectors of society together; unbalance, or giving one sector priority (usually industry); and selective or focusing public expenditures on chosen places, institutions or individuals. Explains how objects of investment are distributed by process akin to stratified sampling in statistics and shows how communication helps the selectees to serve as models, demonstrators and teachers.
