สาระสังเขป: Deals with the commission's preparations and recommendations relating to the transition of the SEATO Graduate School of Engineering from control SEATO to its status as an independent institution. Comments on the independent financial acquisition of the school. Consists of basic considerations of its new name, location, status, organization, rights and activities. Includes proposals for the process to enact the Charter and the implementation of transition concerning the selection of Board of Trustees prior to date the new Charter became effective. Considers the financial condition of the new institute. Gives the list of members of the commissions. Draft charter is appended, covering institute's purpose, status, powers, activities, organization, board of trustees, executive committee officers, immigration restriction exemptions, and taxation exemptions.
